Caps employer contributions to the OPEB trust fund, which are made to prefund the unfunded actuarial accrued liability of the EUTF, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000. If OPEB trust fund balance is at least $2,000,000,000 then public employer annual contributions of $300,000,000 shall be paid to the Employees' Retirement System to pay down ERS unfunded liabilities. Brings the State into compliance with the federal Justice for Victims of Trafficking Act of 2015 and the federal Child Abuse Prevention and Treatment Act of 2010. Amends the definition of "child abuse or neglect" to include sex trafficking or severe forms of trafficking in persons. Clarifies that records and information contained in child abuse and neglect reports that are expunged from the State's central registry may be retained by the Department of Human Services solely for future risk and safety assessment purposes. Requires the harm reduction services branch of the department of health to develop and make available a template of an opioid therapy informed consent process agreement and advise the department of labor and industrial relations on the contents of the agreement. Restricts the provision of physician-dispensed prescription drugs to an unspecified time following injury. Specifies that the reimbursement rate for prescription drugs in the workers' compensation system shall be one hundred and one percent of the average wholesale price. Restricts the provision of physician-dispensed prescription drugs to a specified time following injury. Specifies that reimbursements for any schedule II drug under the Uniform Controlled Substances Act prescribed by a physician shall be limited to an initial seven-day supply. Effective 7/1/2050. (SD1)

RELATING TO GENERAL OBLIGATION BONDS.
Prohibits the issuance of GO bonds to finance the repair and maintenance of a capital asset where the repair or maintenance costs incurred add value to and prolong the life of the asset for a period of less than 10 years. Requires the Director of Finance to set a maturity date of not more than 10 years when issuing GO bonds to finance the repair and maintenance of a capital asset where the repair or maintenance costs incurred add value to and prolong the life of the asset for a period of 10 years or more.
