Thank you for providing me the opportunity to represent the people of the 11th House District. I pledge to make sure our voices are heard here at the State Legislature. I will continue to work hard to address some of the most pressing issues facing our state, including protecting our natural environment and promoting eco-friendly, "green" modes of transportation such as bicycling.

TOPICS OF CONCERN

• UH Commercial Enterprises Revolving Fund. Rep. Bertram helped introduce a measure, enacted into law as Act 106, Session Laws of Hawaii (SLH) 2008, that provided the University of Hawaii (UH) with the flexibility to generate additional revenue through alternative means to benefit the whole university by authorizing the transfer of all UH funds, with certain exceptions, into the UH Commercial Enterprises Revolving Fund to finance the establishment of new commercial enterprises.
  
  
• UH; Preaudits. Rep. Bertram helped introduce a measure, enacted as Act 37, SLH 2008, that provided for more efficient financial operations at UH by limiting UH's duty to pre-audit all proposed payments to those that amount to $10,000 or more.
  
  
• Foster Children. Rep. Bertram helped introduce a meaure, enacted into law as Act 183, SLH 2008, that supported foster children in Hawaii by establishing guiding principles that the Department of Human Services must ensure are applied to the provision of care to foster children.
