TOPICS OF CONCERN

• County Planning; Land Use Reclassifications. Rep. Har introduced a measure, enacted into law as Act 26, Session Laws of Hawaii (SLH) 2008, that ensures county planning policies are considered in land use reclassifications by amending the Land Use Commission's decision-making criteria for petitions to reclassify land to include county general plans and other plans adopted pursuant to county general plans.
  
  
• Island Pacific Academy. Rep. Har introduced a measure, enacted into law as Act 73, SLH 2008, that authorizes the issuance of up to $30,000,000 in special purpose revenue bonds to assist Island Pacific Academy in financing or refinancing the planning, construction, improvement, and equipping of its educational facilities.
  
  
• Ignition Interlock Device. Rep. Har introduced a measure, enacted into law as Act 171, SLH 2008, that promotes highway safety by permitting the installation of an ignition interlock device on the vehicle of a person arrested for driving under the influence that prevents the person from starting or operating a motor vehicle with more than a minimal alcohol concentration.
