As an alumnus of St. Louis School and having served on several community associations in the area, I am proud to represent the areas of Palolo Valley and St. Louis Heights. I feel that this district is well-balanced with a variety of businesses, residences, and educational establishments - residents and business-owners alike are to be commended for creating and sustaining such a vital community. TOPICS OF INTEREST

• Force Majeure; Enterprise Zones; Agriculture . Speaker Say helped introduce a measure, enacted into law as Act 143, Session Laws of Hawaii (SLH) 2008, that allows agricultural businesses to continue to qualify for enterprise zone (EZ) benefits in cases of force majeure events, such as natural disasters. Among other things, this measure also includes leased and jointly employed workers in hiring formulas, changes schedule of hiring increases needed to qualify for EZ benefits, and allows increases in agricultural gross sales and value-added product retail sales to count toward qualification.
  
  
• Small Business Health Insurance Coverage. Speaker Say introduced a measure, enacted as Act 120Session Laws of Hawaii (SLH) 2008, that requires group health issuers to offer small group health plans to self-employed individuals who live, work, or reside in the group health issuer's service areas,with certain exceptions and conditions.;
  
  
• Affordable Housing Development. Speaker say introduced a measure, enacted as Act 81, SLH 2008, that expands the crimes of endangering the welfare of a minor in the first and second degrees to include situations in which an adult causes or permits a minor to inject, ingest, or inhale certain controlled substances that were not prescribed for the minor by a physician.
