TOPICS OF CONCERN

  • Notaries. Rep. Tokioka introduced a measure, enacted into law as Act 175, Session Laws of Hawaii (SLH) 2008, that clarifies the powers and duties of the Attorney General with respect to notaries public; identifies conduct that would subject a notary to fines; and identifies criminal conduct with regard to notarization, notarized documents, and related matters.

  • Small Business Bill of Rights. Rep. Tokioka helped introduce a measure, enacted into law as Act 230, SLH 2008, that establishes the Small Business Bill of Rights. Among other things, this measure also requires agencies to perform a more rigorous examination and justification of rules that impose standards stricter than comparable federal, state or county law.
