RELATING TO CRUELTY TO ANIMALS.
Requires specified persons who own, control, or have custody or control of more than ten dogs over age four months with intact sexual organs to meet minimum standards of care to ensure the proper treatment and care of dogs and the dogs' offspring. Prohibits any person from owning or having custody of more than thirty dogs over one year of age with intact sexual organs. Requires specified persons to maintain specific records for each dog for at least three years following the death of the dog or a date on which the person permanently ceased to have possession or control of the dog. Prohibits certain types of dogs in the same enclosure. Requires the licensing of dog breeders. Authorizes each county to develop license requirements and fees. Establishes minimum standards of care. Authorizes each county to pursue civil penalties for noncompliant dog breeders. Requires retail pet stores to implant an identification microchip in a dog or cat prior to sale or exchange, provide specific written documentation regarding each dog or cat sold, and provide written information about spaying and neutering. Prohibits the sale of dogs and cats in a public place, except for humane groups facilitating adoptions. Establishes penalties. (SD2)

Requires that no Hawaii-grown coffee beans shall be shipped outside the area of their geographic origin unless they have been marked with or contain documentation of geographic origin approved by the department of agriculture. RELATING TO CRIME.
Establishes a procedure that allows certain DUI offenders whose privilege to drive was suspended or revoked prior to the effective date of the ignition interlock law to obtain an ignition interlock permit or permit to drive their employers' vehicles, subject to restrictions and limitations. Amends the driver's license revocation provision to require a maximum license revocation period of up to ten years upon conviction of a driver for manslaughter involving the operation of a vehicle. Gives discretion to the courts to revoke the license of any driver for up to five years upon a conviction of a driver of negligent homicide in the first degree or negligent homicide in the second degree. Allows up to two years of imprisonment when a convicted defendant is sentenced to probation for manslaughter. Clarifies that probation is an applicable sentence for manslaughter. Uniform Collaborative Law Act
RELATING TO THE HAWAII UNIFORM COLLABORATIVE LAW ACT.
Enacts Uniform Collaborative Law Act, which authorizes disputants to enter into collaborative law participation agreements signifying interest to resolve the dispute without intervention of a tribunal (court or other third party decision maker). Requires parties to a collaborative law process to disclose information fully, candidly, and informally without formal discovery. Subject to certain exceptions, disqualifies attorneys in the collaborative process (and their law firms) from appearing before a tribunal to represent a party in a proceeding related to the collaborative matter. Eliminates the maximum available amount of the tax credit for solar electricity generating systems, unless the primary purpose of the solar energy system is to use energy from the sun to heat water for household use. Establishes a tax credit for solar electricity generating systems that are below the utility scale that declines by five percent annually, beginning at thirty-five percent prior to 2013 and stabilizing at twenty percent during or after 2015. Establishes a tax credit for utility scale solar electricity generating systems that is based on production, rather than construction, in the amount of 11.5 cents per kilowatt hour generated during the first one hundred twenty months of the operation of a utility scale solar electricity generating system installed after the 2012 tax year. Increases the maximum available amount of the tax credit for certain solar energy systems that use energy from the sun to heat water for household use. Allows tax credits that are claimed for solar electricity generating systems that are not utility scale solar electricity generating systems to become fully refundable during and after the 2016 tax year. Amends various statutory provisions relating to solemnizations. Authorizes name change on the certificate of civil union. Confirms the family court has jurisdiction over the divorce, annulment, and separation of a union that is recognized as a civil union in this State. Prohibits use of mobile electronic devices while operating a motor vehicle or commercial motor vehicle. Clarifies complete streets statute to reference DOT budget requests for highway design to include complete streets policy. Authorizes DOT to engineer highways maximize safety for pedestrians while crossing streets. Allows DOT to install roundabouts. Authorizes DOT to select eight projects to include roundabouts and flexible design standards. Incorporates electric motor bicycles into definition of bicycle in section 249-1 and 291C-1, HRS. RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.
Prohibits the sale of Kakaako makai lands by HCDA. Exempts certain parcels from section 206E-31.5, HRS, which prohibits the HCDA from approving any plan or proposal for any residential development in that portion of the Kakaako community development district makai of Ala Moana boulevard and between Kewalo basin and the foreign trade zone. Requires the HCDA to determine the costs and benefits of selling and purchasing certain properties, except makai lands, within the Kakaako community development district. Requires the report to be submitted to the legislature no later than 90 days after the effective date of this Act. (SD2)

Establishes the Hawaii film and digital media special fund; repeals part IX of chapter 201, Hawaii Revised Statutes, relating to Hawaii television and film development (part II); amends the motion picture, digital media, and film production income tax credit to add an additional credit for qualified production costs paid to legal residents of this State and to Hawaii vendors and Hawaii suppliers; amends the total tax credit cap; requires annual report; increases requirements for hiring of legal residents of this State; applies to qualified production costs incurred on or after 07/01/2012, and before 01/01/2027 (part III); establishes a motion picture, digital media, and film production infrastructure income tax credit for qualified infrastructure costs; requires qualified expenditure of at least $10,000,000; increases requirements for hiring of legal residents of this State; requires the credit to be repaid through an annual payment to the State equal to fifteen per cent of the qualified infrastructure project's taxable income until the credit has been repaid; provides for a recapture of the tax credit if the facilities are no longer used for a qualified activity; requires annual report; applies to taxable years beginning after 06/30/2012 (part IV); requires department of business, economic development, and tourism to contract with the Hawaii tourism authority to coordinate the development of a film and digital media implementation plan to leverage marketing and promotional opportunities with the Hawaii tourism authority's current marketing and development strategies; requires annual report (part V); appropriates funds for additional resource and staffing support to assist state agencies in collecting and reporting annually on the number of full-time equivalent positions for legal Hawaii residents by each production receiving tax credits (part VI); repeals on 01/01/2027.
