Requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system. Requires all state agencies to report to the department each parcel of land to which it holds title; the disposition of each parcel to which the agency holds title or is acquiring title; and any inaccuracies in reports to the department. Requires the department to submit a progress report to the Legislature. Appropriates funds to create and maintain a comprehensive statewide public land trust inventory database and to provide funding for one staff position for a database and application developer. (CD1)

RELATING TO NATIVE HAWAIIANS.
Establishes within the Department of Land and Natural Resources, the aha kiole advisory council, which may advise the Office of the Chairperson of the Board of Land and Natural Resources and the Legislature on issues related to land and natural resource management through the aha moku system. Requires the aha kiole advisory council to submit an annual report to the Office of the Chairperson of the Board of Land and Natural Resources and the Legislature at least 20 days prior to the convening of each regular session, on all recommendations made by the aha kiole advisory council and the resulting action taken by the Department of Land and Natural Resources over the course of the year. Specifies criteria that must be considered in deciding whether to transfer inmates from Hawaii to mainland facilities. Prohibits transfer of inmates to the mainland with twelve months or less to serve before being eligible to be paroled. Limitation of Actions; Sexual Offenses Against Minors
RELATING TO LIMITATION OF ACTIONS.
Eliminates the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor against the natural person who committed the act or acts constituting the sexual offense. Authorizes suits against a legal entity in certain circumstances. Revives for a two-year period certain actions for which the statute of limitations had previously lapsed. Prohibits employers from discriminating against victims of domestic or sexual violence in certain employment-related situations if the victim notifies the employer of such status or the employer has actual knowledge. Requires an employer to make reasonable accommodations for an employee who is a victim of domestic or sexual violence; provided that it does not cause undue hardship to the operations of the employer. Allows an employer to request verification of an employee's continued status within specified time frames. Creates a civil remedy for employee-victims denied reasonable accommodations. Clarifies that a person commits the offense of cruelty to animals in the second degree if the person kills without need any animal other than insects, vermin, or other pests; provided they are handled in accordance with standard and acceptable pest control practices and all applicable laws and regulations.
