RELATING TO CORRECTIONS.
Specifies criteria that must be considered in deciding whether to transfer inmates from Hawaii to mainland facilities. Requires a police officer to order a person to have no contact with a family or household member for a twenty-four hour period, or longer if the incident occurs on the weekend, when a police officer has reasonable grounds to believe that there is probable danger of further physical abuse or harm to the family or household member. Physician Workforce Assessment Fee; John A. Burns School of Medicine
RELATING TO PHYSICIAN WORKFORCE ASSESSMENT.
Extends the physician workforce assessment fee and disbursements of the fees collected until June 30, 2017. Requires no less than fifty per cent of the assessment fees be deposited into the John A. Burns school of medicine special fund to support physician workforce assessment and planning efforts, including recruitment and retention of physicians, especially those serving rural and medically underserved areas of the State, and raises the expenditure ceiling of the special fund from $150,000 annually to $245,000 annually (sunsets June 30, 2017). Increases the solid waste management surcharge to 75 cents per ton of solid waste. Temporarily authorizes the Department of Land and Natural Resources and Department of Transportation, with the approval of the Governor, to exempt certain projects from the special management area permit and shoreline setback variance requirements. Exempts all work involving submerged lands used for state commercial harbor purposes from any permit and site plan review requirements for lands in the conservation district. General Excise Tax; Exemption Requirement; Trust Fund Liability
RELATING TO TAXATION.
Includes an additional requirement for a taxpayer to qualify for general excise tax (GET) benefits, to provide that the taxpayer claiming a GET benefit must owe less than fifty per cent of the taxpayer's total GET liability. Defines "reasonable cause" with respect to the Director of Taxation's authority to waive denial of the GET benefit if failure to comply is due to reasonable cause and not to the wilful neglect of the taxpayer. Specifies that there shall be personal liability for general excise taxes imposed for gross income or gross proceeds for gross excise tax liability not paid. Deletes provisions under section 237-41.5, Hawaii Revised Statutes, that make a person personally liable for interest and penalties on general excise taxes. Effective July 1, 2030. (SB778 HD1)

Requires HPA to set reasonable conditions on an inmate's medical release, and to promptly order an inmate returned to custody of DPS to await a revocation hearing if HPA receives credible information that an inmate has failed to comply with any reasonable condition set upon the inmate's release.
