RELATING TO WORKERS' COMPENSATION.
Requires independent medical and permanent impairment rating examinations to be performed by physicians agreed upon by employers and employees, or appointed by the director of labor and industrial relations. Removes services performed by certain persons with ownership interests in a partnership, limited liability company, or limited liability partnership, or sole proprietors, from the definition of "employment" under the Workers' Compensation Law. Firearms; Prohibition Against Seizure During Emergency
RELATING TO FIREARMS.
Prohibits person or government entity from seizing any firearm or ammunition under civil defense, emergency, or disaster relief powers, or during any civil defense emergency period or any time of national emergency or crisis, from any individual who is lawfully permitted to carry or possess the firearm or ammunition under part I of chapter 134, Hawaii Revised Statutes (HRS), and who carries, possesses, or uses the firearm or ammunition in a lawful manner. Leaf Blowers; Noise Pollution; Debris; Violations
RELATING TO POLLUTION.
Prohibits the use of leaf blowers on or near residential zones, except within allowed time periods; exempts government entities; authorizes counties to adopt rules or ordinances that are more restrictive; provides that, in case of a conflict between the leaf blower restrictions and county rule or ordinance, the more restrictive provision shall apply; prohibits leaf blowing operations from blowing debris onto adjacent property without permission. Establishes an illegal fireworks task force to stop the importation of illegal fireworks and explosives. Authorizes the Department of Education (DOE) to adopt rules governing traffic and parking conditions on roadways and other areas under its jurisdiction, including rules for the assessment and collection of parking fees. Requires the fees collected to be deposited into the same fund into which fees and charges assessed and collected by DOE for the use of school facilities are deposited; provided that parking fees collected by a school shall be deposited to the credit of that school's nonappropriated local school fund account.
