Child Custody; Grandparent Visitation
RELATING TO CHILD VISITATION.
Permits family court to award reasonable visitation to grandparents if the denial of visitation would cause significant harm to the child. Establishes a rebuttable presumption that visitation decisions made by a parent are in the best interests of the child. Presumption may be rebutted by clear and convincing evidence. Identifies factors the court shall consider in awarding visitation. Effective July 1, 2011. (HB56 CD1)

RELATING TO THE AUDITOR.
Grants explicit authority to the Auditor to inspect the documents and financial affairs of the Department of Taxation. Requires the Auditor to implement internal policies to protect confidentiality of private personal information contained in tax returns. Provides penalty provisions applicable to the Auditor or Auditor's agent for disclosure of tax information. (SD2)

Aha Kiole Advisory Council; Appropriation
RELATING TO NATIVE HAWAIIANS.
Establishes within the Department of Land and Natural Resources, the aha kiole advisory council, which may advise the Office of the Chairperson of the Board of Land and Natural Resources and the Legislature on issues related to land and natural resource management through the aha moku system. Requires the aha kiole advisory council to submit an annual report to the Office of the Chairperson of the Board of Land and Natural Resources and the Legislature at least 20 days prior to the convening of each regular session, on all recommendations made by the aha kiole advisory council and the resulting action taken by the Department of Land and Natural Resources over the course of the year. Appropriates funds for an executive director. (CD1)

Correctional Facility Deaths; Reporting Requirements
RELATING TO CORRECTIONAL FACILITIES.
Requires the director of public safety to report to the governor, and the governor to report to the legislature, any death of an inmate or correctional facility employee within forty-eight hours. Requires the director of public safety to immediately report the official cause of death of the inmate or correctional facility employee to the governor and the governor to immediately report the official cause of death to the legislature. Limitation of Actions; Sexual Offenses Against Minors
RELATING TO LIMITATION OF ACTIONS.
Eliminates the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor against the natural person who committed the act or acts constituting the sexual offense. Authorizes suits against a legal entity in certain circumstances. Revives for a two-year period certain actions for which the statute of limitations had previously lapsed. Authorizes a court to award attorney's fees to a defendant under certain circumstances. Requires a certificate of merit for all plaintiffs. (CD1)
