                   A  BILL  FOR  AN  ACT

RELATING TO THE STATE BLIND VENDOR FACILITY PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 347, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§347-     Hawaii state committee of blind vendors.  (a)
 
 5 There is established within the department a state committee of
 
 6 blind vendors.  The department may adopt rules relating to the
 
 7 committee and may conduct biennial elections of the committee
 
 8 which shall consist of nine members of the blind vendor community
 
 9 and shall be fully representative of all blind licensees in the
 
10 state program.
 
11      (b)  The committee's duties shall be as follows:
 
12      (1)  Advise the department on major administrative
 
13           decisions, policy and program development, the transfer
 
14           and promotion system for blind licensees, and the
 
15           training and retraining programs;
 
16      (2)  Receive grievances of blind licensees, forward
 
17           grievances to the department, and advocate for these
 
18           licensees in discussion with the department;
 
19      (3)  Sponsor, with the assistance of the department,

 1           meetings and instructional conferences for blind vendor
 
 2           licensees.
 
 3      (c)  If the department does not adopt committee proposals,
 
 4 the department shall send written notice to the committee of the
 
 5 decision and its rationale.
 
 6      (d)  The committee is not authorized to institute any legal
 
 7 action in its own behalf."
 
 8      SECTION 2.  New statutory material is underscored.
 
 9      SECTION 3.  This Act shall take effect on July 1, 1999.
