                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE ALA WAI CANAL WATERSHED
   IMPROVEMENT PROJECT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the sum of $11 or so much thereof as
 
 3 may be necessary and the same sum or so much thereof as may be
 
 4 necessary for fiscal year 1999-2000 for the following:
 
 5      1.   Reduce vehicle contaminants.                         $1
 
 6                Install absorbent mat filters in 
 
 7                selected drain catch basins to test 
 
 8                their effectiveness in removing 
 
 9                contaminants.
 
10      2.   Beautification of Makiki stream from King street     $1
 
11           along Kalakaua ave.
 
12                Beautify the gateway to Waikiki and the 
 
13                convention center.
 
14      3.   Kanaha stream restoration and landscaping.           $1
 
15                Stabilize eroding streambanks of Kanaha 
 
16                Stream.  Landscape stream banks with trees.
 
17                Include public access via stream side trail.

 1      4.   Kanaha stream storm drain filters.                   $1
 
 2                Add storm drain filters in Kanaha Stream, install
 
 3                signage, and perform other permanent improvements
 
 4                to reduce pollution entering the stream from
 
 5                nearby roadways.
 
 6      5.   Pukele stream Lo`i restoration and trail.            $1
 
 7                Restore ancient native Hawaiian wetland 
 
 8                taro terraces to function as wetlands 
 
 9                and capture storm runoff and eroded soil 
 
10                before it reaches the stream.
 
11      6.   Waiomao stream restoration, trail and                $1
 
12           community garden.
 
13                Clean and prepare Waiomao branch of Palolo 
 
14                stream above the end of the concrete box 
 
15                channel for community garden and trail.
 
16      7.   Upper Palolo valley and Ka`au crater trail           $1
 
17           and stream restoration.
 
18                Provide public access into upper Palolo 
 
19                valley to assist in maintaining the streams 
 
20                and watershed.
 
21      8.   Planning for sediment retention basins for           $1
 
22           the combined discharge of Manoa and Palolo

 1                Dredge the Manoa-Palolo canal deeper 
 
 2                between the Ala Wai Canal and Date street, to 
 
 3                serve as a settling basin.  Construct a 
 
 4                sediment retention basin on a small portion 
 
 5                of the Ala Wai golf course, adjacent to the 
 
 6                Manoa-Palolo canal.
 
 7      9.   Reduce erosion and improve vegetative cover          $1
 
 8           in the conservation district.
 
 9                Replant with different species, reseed,
 
10                develop nurseries to provide plantings, 
 
11                test areas, and develop community programs to
 
12                enroll volunteers.
 
13      10.  Prepare a master plan for watershed                  $1
 
14           management including project designs, plans,
 
15           and specifications for construction.
 
16                Drainage infrastructure of the Ala Wai
 
17                canal watershed.  Integrate features such
 
18                as low-flow channels suitable to restore
 
19                habitat in support of the native o`opu,
 
20                present in all streams even today.  Bike 
 
21                and pedestrian paths access from the ocean
 
22                to the valleys.  Seawater flushing system.

 1      11.  Hausten ditch water quality and flow study.          $1
 
 2                Conduct a study and develop a plan to improve the
 
 3                water quality, increase water flow, and reduce
 
 4                bacteria in Hausten ditch.
 
 5      SECTION 2.  The sums appropriated shall be expended by the
 
 6 department of land and natural resources for the purposes of this
 
 7 Act.
 
 8      SECTION 3.  This Act shall take effect on July 1, 1999.
