Highways; Medial Strips


DESCRIPTION:
Directs the director of transportation to plant all medial strips
of highways in the state with shrubs and trees by December 31,

                   A  BILL  FOR  AN  ACT
RELATING TO HIGHWAYS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that highways are
 
 2 crisscrossing these islands with little regard for the natural
 
 3 environment and scenic beauty of our State.  When visitors enter
 
 4 our State they should be able to enjoy the blue skies and the
 
 5 tropical green vegetation for which Hawaii is famous. The purpose
 
 6 of this Act is to require that the department of transportation
 
 7 soften the effect of concrete and highway signage by planting
 
 8 more vegetation on all divided highways in the State.
 
 9      SECTION 2.  Chapter 264, Hawaii Revised Statutes, is amended
 
10 by adding a new section to Part I, to be appropriately designated
 
11 and to read as follows:
 
12      "�264-     Medial strips; plantings.  By December 31, 2005,
 
13 the director of transportation shall have all medial strips
 
14 planted with shrubs, trees, and other appropriate plants in an
 
15 effort to beautify highway areas."
 
16      SECTION 3.  New statutory material is underscored.
 
17      SECTION 4.  This Act shall take effect upon its approval.
