                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that quality preschool
 
 2 programs have impacts that endure for the entire lifetimes of the
 
 3 children who participate in these programs.  Studies show that
 
 4 these children grow up to be more productive, law-abiding
 
 5 citizens.  
 
 6      The purpose of this Act is to provide increased public
 
 7 support for preschool education by:
 
 8      (1)  Requiring each new or renovated public elementary
 
 9           school to have at least two preschool classrooms;
 
10      (2)  Directing the department of education to develop a plan
 
11           to make available preschool education to all children
 
12           who are three to five years of age, regardless of where
 
13           they live or their economic status; and
 
14      (3)  Directing the department of education to develop a plan
 
15           to have a preschool program in each public elementary
 
16           school by September 1, 2004.
 
17      SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is
 
18 amended by adding a new section to be appropriately designated
 
19 and to read as follows:

 1      "�302A-    Preschool classrooms.  Each new public elementary
 
 2 school and each public elementary school that is renovated shall
 
 3 have at least two classrooms for preschool education."
 
 4      SECTION 3.  The department of education shall develop a plan
 
 5 to make preschool education available to all children between the
 
 6 ages of three and five years, regardless of where they live or
 
 7 their economic status.  The department of education shall also
 
 8 develop a plan to have by September 1, 2004, a preschool program
 
 9 at each public elementary school.  The superintendent of
 
10 education shall submit a report of these plans to the legislature
 
11 no later than twenty days prior to the convening of the regular
 
12 session of 2000.
 
13      SECTION 4.  New statutory material is underscored.
 
14      SECTION 5.  This Act shall take effect upon its approval.
