                   A  BILL  FOR  AN  ACT

RELATING TO A STUDY OF THE ADOPTION PROCESS IN HAWAII.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Adoptions in Hawaii have doubled over the past
 
 2 ten years.  A further increase in the adoption rate is probable
 
 3 in the near future as the State has recently passed legislation
 
 4 to decrease the number of foster children by putting more of
 
 5 these children up for adoption.  However, our adoption process is
 
 6 still extremely bureaucratic and often frustrates the ultimate
 
 7 goal of uniting a child with a new and loving family.
 
 8      The purpose of this Act is to direct the legislative
 
 9 reference bureau to conduct a study of the adoption process in
 
10 Hawaii and recommend legislation to streamline the process.
 
11      SECTION 2.  The legislative reference bureau shall examine
 
12 the current adoption system in the State and devise
 
13 recommendations as needed for legislation or court rules to
 
14 streamline the adoption process.  The study shall be submitted to
 
15 the legislature no later than twenty days prior to the convening
 
16 of the regular session of 2000.  The judiciary shall lend the
 
17 bureau all necessary and timely assistance to perform this study.

 1      SECTION 3.  This Act shall take effect upon its approval.
