                   A  BILL  FOR  AN  ACT

RELATING TO THE CONVENTION CENTER.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature recognizes that the intent
 
 2 behind building the Hawaii convention center facility was to
 
 3 bring outside money into the state economy.  Since the
 
 4 construction of the convention center was financed by the sale of
 
 5 bonds that would be repaid by the transient accommodations tax,
 
 6 it is the State's policy to link the use of the convention center
 
 7 facility with hotel room bookings.  Therefore, the legislature
 
 8 finds that it is appropriate for the convention center authority
 
 9 to give priority booking at the convention center to out-of-state
 
10 bookings.  The legislature further finds that pursuant to this
 
11 legislatively-imposed priority, the convention center authority
 
12 has not permitted the use of the convention center for local
 
13 functions.  The legislature finds that there is a desire and need
 
14 for permitting the booking of certain types of local functions at
 
15 the convention center and that, if the center is otherwise dark,
 
16 the center should be available for such use, provided it does not
 
17 interfere with the booking of out-of-state functions.
 
18      Accordingly, the purpose of this Act is to authorize the
 
19 convention center authority to allow certain types of local
 
20 bookings if there are no out-of-state bookings within a one

 1 hundred eighty-day period of the date of the local booking.
 
 2      SECTION 2.  Chapter 206X, Hawaii Revised Statutes, is
 
 3 amended by adding a new section to be appropriately designated
 
 4 and to read as follows:
 
 5      "�206X-    Convention center bookings; local functions
 
 6 permitted; restrictions.  The authority may allow qualified local
 
 7 bookings at the convention center; provided there are no out-of-
 
 8 state bookings within a one hundred eighty-day period of the date
 
 9 of the local booking."
 
10      SECTION 3.  New statutory material is underscored.
 
11      SECTION 4.  This Act shall take effect upon its approval.
