                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE SCHOOL-TO-WORK PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the 105th Congress
 
 2 passed the department of defense budget with a $14,000,000 line
 
 3 item to support shipyard apprentice programs.  The allocation to
 
 4 the Pearl Harbor Naval Shipyard and Intermediate Maintenance
 
 5 Facility was $4,350,000.  The shipyard has apportioned $3,200,000
 
 6 for one hundred fifty apprentice salaries and $716,000 for high
 
 7 school summer intern salaries with the expectation that these
 
 8 programs will continue indefinitely.
 
 9      The legislature further finds that the Pearl Harbor Naval
 
10 Shipyard and Intermediate Maintenance Facility wishes to enter
 
11 into a partnership with the State to support the school-to-work
 
12 program administered by the department of education.
 
13 Specifically, the shipyard is committed to hiring one hundred
 
14 paid summer interns in 1999 following school-to-work guidelines.
 
15 If after interning at the shipyard, the high school students wish
 
16 to apply to the shipyard as apprentices, they will be required to
 
17 enroll in post-secondary education in a cooperative education
 
18 vocational program.  The shipyard apprentice program requires
 
19 students to obtain associate of applied science degrees as a

 1 prerequisite for the apprentice program.  If the students elect
 
 2 to do so, the shipyard is requesting the State to provide
 
 3 reimbursement of tuition and books to the students upon their
 
 4 successful completion of the internship.
 
 5      The purpose of this Act is to authorize the department of
 
 6 education to utilize the school-to-work program to offer
 
 7 employment and educational opportunities to high school students,
 
 8 thereby benefitting the United States Navy with a trained skilled
 
 9 workforce and providing wage earning, taxpaying employees to the
 
10 State.
 
11      SECTION 2.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $75,300, or so much
 
13 thereof as may be necessary for fiscal year 1999-2000, for the
 
14 school-to-work work-based learning program in order to reimburse
 
15 one hundred high school students for books and tuition upon their
 
16 successful completion of a 1999 summer internship at the Pearl
 
17 Harbor Naval Shipyard and Intermediate Maintenance Facility,
 
18 provided that the students wages are paid for by the United
 
19 States.
 
20      SECTION 3.  The sum appropriated shall be expended by the
 
21 department of education for the purposes of this Act.
 
22      SECTION 4.  This Act shall take effect on July 1, 1999.
