                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR DRUG TREATMENT, COUNSELING, AND
   INTERVENTION SERVICES AT KING INTERMEDIATE SCHOOL.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to appropriate moneys
 
 2 to provide substance abuse treatment, counseling, and
 
 3 intervention services to certain substance-abusing children and
 
 4 adolescents at King intermediate school by Teen Care.
 
 5      SECTION 2.  Although funds were appropriated to the
 
 6 department of health for drug treatment, counseling, and
 
 7 intervention services for children and adolescents, the funds
 
 8 were limited to students at the high school level.  There exists
 
 9 a critical need for drug treatment, counseling, and intervention
 
10 services at the intermediate school level.  There has been an
 
11 increase in the number of students who have been identified or
 
12 suspended under Act 90, Session Laws of Hawaii 1996, for
 
13 substance related issues or possession.
 
14      The Teen Care program operates many substance abuse
 
15 treatment, counseling, and intervention programs in the high
 
16 schools.  The site at Castle high school, where King's students
 
17 feed into, has also seen an increase of substance-abusing ninth
 
18 graders.  Further, because of funding restrictions imposed by the
 
19 department of health, Teen Care at Castle high school may not

 1 provide services at King intermediate school.  Experts agree that
 
 2 treatment, counseling, and intervention is more effective when
 
 3 received at a younger age, or at the onset of substance use.
 
 4 Thus, this Act funds a two-year pilot project at King
 
 5 intermediate school by Teen Care.
 
 6      SECTION 3.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $90,000, or so much
 
 8 thereof as may be necessary for fiscal year 1999-2000, and the
 
 9 same sum, or so much thereof as may be necessary for fiscal year
 
10 2000-2001, for drug treatment, counseling, and intervention
 
11 services provided to certain substance-abusing children and
 
12 adolescents at King intermediate school.
 
13      SECTION 4.  The sums appropriated shall be expended by the
 
14 department of health for the purposes of this Act.
 
15      SECTION 5.  This Act shall take effect on July 1, 1999.
