                     HOUSE  CONCURRENT
                        RESOLUTION

REQUESTING A STUDY OF THE ADEQUACY OF TOUR BUSES TO TRANSPORT
   SCHOOL CHILDREN.



 1       WHEREAS, both public and private schools use school buses
 2   to transport students to and from school, as well as on field
 3   trips; and
 4   
 5       WHEREAS, standards for school buses exist to ensure that
 6   they are safe, such as standards relating to:
 7   
 8       (1)  Seating and crash protection;
 9   
10       (2)  Brake systems;
11   
12       (3)  Rollover protection;
13   
14       (4)  Body joint strength;
15   
16       (5)  Emergency exits; and
17   
18       (6)  Fuel systems;
19   
20   and
21   
22       WHEREAS, however, school staff has requested the use of
23   tour buses to transport students to and from school events and
24   activities; and
25   
26       WHEREAS, there is a question of whether tour buses are safe
27   enough to transport students; now, therefore, 
28   
29       BE IT RESOLVED by the House of Representatives of the
30   Twentieth Legislature of the State of Hawaii, Regular Session
31   of 1999, the Senate concurring, that the Legislative Reference
32   Bureau is requested to conduct a study of the adequacy of tour
33   buses to transport school children; and

 1       BE IT FURTHER RESOLVED that this study include:
 2   
 3       (1)  A review of federal and state standards for school
 4            buses;
 5   
 6       (2)  A review of federal and state standards for tour
 7            buses;
 8   
 9       (3)  The characteristics of tour buses in Hawaii;
10   
11       (4)  A comparison of the standards for school buses with
12            existing tour buses in Hawaii; and
13   
14       (5)  A determination of whether tour buses are adequate for
15            the transportation of school children;
16   
17   and
18   
19       BE IT FURTHER RESOLVED that the Director of the Legislative
20   Reference Bureau submit a report of findings and
21   recommendations to the Legislature no later than twenty days
22   prior to the convening of the Regular Session of 2000; and
23   
24       BE IT FURTHER RESOLVED that certified copies of this
25   Concurrent Resolution be transmitted to the Director of the
26   Legislative Reference Bureau, the Chairperson of the Board of
27   Education, the Superintendent of Education, and the Director of
28   the Department of Transportation.
