                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING THE UNIVERSITY OF HAWAII TO INCREASE EFFORTS TO
RECRUIT STUDENTS FROM ASIAN PACIFIC COUNTRIES TO STUDY
MEDICINE AT THE JOHN A. BURNS SCHOOL OF MEDICINE AND TO
SECURE RESEARCH FUNDS FOR THE JOHN A. BURNS SCHOOL OF
   MEDICINE.

WHEREAS, the expansion of the health care industry in
Hawaii has been targeted as a means of developing and
diversifying Hawaii's economy, with one vision for Hawaii to be
the "Health Care Center of the Pacific"; and

WHEREAS, there are major efforts to develop a strategy for
exporting Hawaii's health services, as evidenced by the
establishment of a Health Care Tourism Steering Committee by
  the Governor; and

WHEREAS, the quality of the state's medical and research
  facilities is internationally known; and

WHEREAS, the University of Hawaii is committed to provide
high quality academic instructional programs for residents and
foreign students from the Pacific Basin; and

WHEREAS, Asian Pacific countries have a shortage of trained
doctors, as evidenced by the fact that the proportion of
doctors in the general population in these countries is
significantly lower than the United States average of one
  doctor per 420 persons; and

WHEREAS, for example, in Japan there is an average of one
doctor for each 610 persons, in Malaysia one doctor for each
2,590 persons, and in Indonesia one doctor for each 7,030
  persons; and

WHEREAS, in many of these countries the population is
aging, thereby increasing the need for medical care; and

WHEREAS, an increase in students and an increase in medical
research funds would create significant economic benefits for
the John A. Burns School of Medicine; now, therefore,
