                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING A TASK FORCE TO REVIEW AND REPORT ON THE CONTRACTOR
   AND SUBCONTRACTOR ARRANGEMENT BETWEEN THE QUEST MEDICAL
   PLANS AND THEIR PROVIDERS.



 1       WHEREAS, the Hawaii QUEST is the State's Medicaid managed
 2   care program serving about 130,000 eligible individuals
 3   statewide who are under age 65 and not blind or disabled; and
 4   
 5       WHEREAS, the Department of Human Services is expected to
 6   expand the QUEST program to cover an additional 11,000 aged,
 7   blind and disabled persons under phase II of the program; and 
 8   
 9       WHEREAS, providers have expressed concerns relating to
10   payment arrangements from the QUEST plans; now, therefore,
11   
12       BE IT RESOLVED by the House of Representatives of the
13   Twentieth Legislature of the State of Hawaii, Regular Session
14   of 1999, the Senate concurring, that a Task Force shall be
15   established to review and report on the contractor and
16   subcontractor arrangements between the QUEST medical plans and
17   their providers; and
18   
19       BE IT FURTHER RESOLVED that the Task Force shall consist of
20   the chairs of the House and Senate health committees, the
21   Insurance Commissioner, and other legislators as designated by
22   either health chair and that the Task Force shall limit its
23   review to information provided by the QUEST medical plans and
24   the Med-QUEST Division in aggregate form to maintain
25   confidentiality; and 
26   
27       BE IT FURTHER RESOLVED that the Task Force, with the
28   assistance of the Legislative Reference Bureau, shall submit a
29   report of its findings and any recommendations to the
30   legislature no later than 20 days before the commencement of
31   the Regular Session of 2000, which shall include:

33       (1)  General information on the contractual arrangements
34            between the QUEST medical plans and their providers;

 1       (2)  General information on the different payments
 2            arrangements for contracted and not-contracted
 3            providers;
 4   
 5       (3)  Information on the oversight responsibility of the
 6            QUEST medical plans' contractual arrangements; and
 7   
 8       (4)  A review of the uses of QUEST capitation paid to the
 9            QUEST plans;
10   
11   and 
12   
13       BE IT FURTHER RESOLVED that all members of the Task Force
14   shall be appointed no later than thirty days after the last day
15   of the Regular Session of the Twentieth Legislature, and the
16   Task Force shall convene its initial meeting within 30 days
17   after appointment of the last member; and 
18   
19       BE IT FURTHER RESOLVED that certified copies of this
20   Concurrent Resolution be transmitted to the Governor, the
21   President of the Senate, the Speaker of the House, and the
22   Insurance Commissioner.
