                     HOUSE CONCURRENT
                        RESOLUTION

URGING THE PRIVATIZATION OF ANIMAL QUARANTINE.



 1      WHEREAS, the State has managed the animal quarantine station
 2 for over eighty years in order to keep Hawaii rabies-free; and
 3 
 4      WHEREAS, there has been a growing concern with the handling
 5 and growing cost of animals quarantined at the facility; and
 6 
 7      WHEREAS, as the State seeks to maximize and efficiently
 8 utilize its dwindling resources, the animal quarantine station
 9 becomes a prime candidate for privatization; and
10 
11      WHEREAS, the current annual cost to the State of operating
12 the animal quarantine station is $2,676,790 in special funds of
13 which $1,728,737 represents the salary cost for maintaining the
14 46 employees; and
15 
16      WHEREAS, the privatization of the animal quarantine station
17 may result in cost savings to the State; and
18 
19      WHEREAS, the Hawaiian Humane Society has a proven track
20 record in the daily management and veterinary care of companion
21 animals (cats and dogs); now, therefore,
22 
23      BE IT RESOLVED by the House of Representatives of the
24 Twentieth Legislature of the State of Hawaii, Regular Session of
25 1999, the Senate concurring, that the Department of Agriculture
26 is requested to undertake a study to ascertain whether
27 outsourcing the operation of the animal quarantine facility by
28 the Hawaii Humane Society or any other qualified private entity,
29 would realize cost savings to the State and adequate and
30 dedicated care for family pets; and
31 
32      BE IT FURTHER RESOLVED that certified copies of this
33 Concurrent Resolution be transmitted to the director of the
34 Department of Agriculture and the Hawaii Humane Society.
