                     HOUSE  RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND THE BOARD OF
    EDUCATION TO ADOPT A POLICY OF LEASING COMPUTER EQUIPMENT.
 


 1        WHEREAS, in today's curriculum, computers and education
 2   are inseparable; and
 3   
 4        WHEREAS, the technology of computers continues to develop
 5   at a pace that is difficult to keep up with, both
 6   intellectually and financially; and
 7   
 8        WHEREAS, if the State is to provide a quality education to
 9   the students of Hawaii, the State's responsibility to keep pace
10   with new developments and equipment is critical; and
11   
12        WHEREAS, computer equipment is a costly item that consumes
13   a substantial portion of the budget in purchasing and updating
14   necessary tools for the schools; and 
15   
16        WHEREAS, old and discarded computers do not have a high
17   resale value; and
18   
19        WHEREAS, leasing allows the lessee some flexibility on how
20   long computer equipment is to be leased and whether at the end
21   of the term it may be upgraded; and 
22   
23        WHEREAS, substantial savings may be had if the Department
24   of Education and Board of Education were to lease computer
25   equipment instead of purchasing it; now, therefore,
26    
27        BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, that the Board of Education and the Department of
30   Education are requested to adopt a computer leasing policy to
31   provide the best possible technology available within the
32   schools; and
33   
34        BE IT FURTHER RESOLVED that the Department of Education is
35   requested to report findings and recommendations to the
36   Legislature not later than twenty days before the convening of
37   the 2000 regular session; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Superintendent and the
 3   Chairperson of the Board of Education.
