                     HOUSE  RESOLUTION
  REQUESTING THE UNITED NATIONS CHILDREN'S FUND (UNICEF) TO
    ESTABLISH A CENTER FOR THE HEALTH, WELFARE, AND RIGHTS OF
    CHILDREN AND YOUTH IN HAWAII, AND RESPECTFULLY REQUESTING
    THE PRESIDENT OF THE UNITED STATES AND THE U.S. CONGRESS
    TO SUPPORT THE CENTER.



 1        WHEREAS, a forum is needed to follow up on the
 2   recommendations of the Millenium Young People's Congress to be
 3   held in October 1999; and
 4   
 5        WHEREAS, children and youth are the key to world peace,
 6   sustainability, and productivity in the next millenium; and
 7   
 8        WHEREAS, the health, welfare, and rights of children are
 9   the basic foundations that must be established for all children
10   and youth; and
11   
12        WHEREAS, Hawaii's location in the middle of the Pacific
13   Rim provides an excellent and strategic location for the
14   meeting place to follow up on the recommendations of the
15   Millenium Young People's Congress, to discuss the health,
16   welfare, and rights of children as basic foundations for all
17   children and youth, and to research pertinent issues and
18   alternatives concerning children and youth and propose viable
19   models for societal application; now, therefore,
20   
21        BE IT RESOLVED by the House of Representatives of the
22   Twentieth Legislature of the State of Hawaii, Regular Session
23   of 1999, that the United Nations Children's Fund (UNICEF) is
24   respectfully requested to establish a center for the health,
25   welfare, and rights of children and youth in Hawaii and support
26   for the center is respectfully requested from the President of
27   the United States and Congress; and
28   
29        BE IT FURTHER RESOLVED that certified copies of this
30   Resolution be transmitted to the Secretary General of the
31   United Nations Children's Fund, the President of the UNICEF
32   Executive Board, the President of the United States, the
33   President of the United States Senate, and the Speaker of the
34   United States House of Representatives.
