DESCRIPTION:
Provides fund authorizations and appropriations for collective
bargaining cost items for Unit 7 and their excluded counterparts,
including the cost of salary adjustments negotiated between the

                     A BILL FOR AN ACT
MAKING APPROPRIATIONS FOR COLLECTIVE BARGAINING COST ITEMS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1                              PART I
 
 2      SECTION 1.  There are appropriated or authorized from the
 
 3 sources of funding indicated below to Program Planning, Analysis,
 
 4 Budgeting (BUF 101) the following sums, or so much thereof as may
 
 5 be necessary, to fund for fiscal biennium 1999-2001 all
 
 6 collective bargaining cost items in the agreement negotiated with
 
 7 the exclusive bargaining representative of collective bargaining
 
 8 unit 7:
 
 9                          FY 1999-2000         FY 2000-2001
 
10 General Funds                -0-                 -0-
 
11 Special Funds                -0-                 -0-
 
12 Federal Funds                -0-                 -0-
 
13 Other Funds                  -0-                 -0-
 
14      SECTION 2.  Funds appropriated or authorized by this part
 
15 shall be allotted by the director of finance to the appropriate
 
16 state departments in the respective fiscal year for the purposes
 
17 of this part.
 
18                              PART II
 
19      SECTION 3.  There are appropriated or authorized from the

 1 Budgeting (BUF 101) the following sums, or so much thereof as may
 
 2 be necessary, to fund for fiscal biennium 1999-2001, the salary
 
 3 increases and other cost adjustments authorized by chapter 89C,
 
 4 Hawaii Revised Statutes, for state officers and employees
 
 5 excluded from collective bargaining:

11      SECTION 4.  Funds appropriated or authorized by this part
 
12 shall be allotted by the director of finance to the appropriate
 
13 state departments in the respective fiscal year for the purposes
 
14 of this part.
 
15                             PART III
 
16      SECTION 5.  Salary increases and cost adjustments provided
 
17 in this Act for any officer or employee whose compensation is
 
18 paid, in whole or in part, from federal, special, or other funds
 
19 shall be paid wholly or proportionately, as the case may be, from
 
20 the respective funds.
 
21      SECTION 6.  Funds appropriated or authorized by this Act
 
22 that are not expended or encumbered by June 30, 2000, and
 
23 June 30, 2001, of the respective fiscal years, shall lapse as of
 
24 those dates.

 1      SECTION 7.  This Act shall take effect on July 1, 1999.
