                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII TO
    CONSIDER ESTABLISHING A DIPLOMATIC MEETING CENTER FOR
    VISITING EDUCATORS AND DIGNITARIES.



 1        WHEREAS, the Governor, Legislators, University of Hawaii
 2   scholars, and business communities all seek to establish Hawaii
 3   as an international educational and business destination; and 
 4   
 5        WHEREAS, the University of Hawaii has the opportunity to
 6   be a "think tank" of the Pacific, as a national and
 7   international meeting place for education faculty and
 8   diplomats; and
 9   
10        WHEREAS, Universities in the far east and on the mainland
11   often provide elegant meeting rooms for visiting educators,
12   also known as "faculty centers"; and
13   
14        WHEREAS, facilities that are comfortable and aesthetically
15   pleasing are important for the reputation of the University of
16   Hawaii and can leave a positive lasting impression with
17   visitors; and
18   
19        WHEREAS, a comfortable gathering place for visitors
20   fosters relations with foreign dignitaries as well as promotes
21   and enhances the positive image and creates awareness of the
22   various programs and services of the University of Hawaii; and
23   
24        WHEREAS, the University of Hawaii hosts many programs and
25   conferences in which university educators and dignitaries from
26   other eastern countries, such as Japan, Taiwan, and Korea
27   attend; and 
28   
29        WHEREAS, the University building "College Hill" currently
30   serves a dual purpose as the official residence of the
31   President of the University and as a gathering place for the
32   University to foster relations with the university community,
33   its alumni, benefactors, state government, business community
34   and the general public; and

 1        WHEREAS, the University's policy on the use of "College
 2   Hill" as a diplomatic gathering places currently places many
 3   restrictions on the time and frequency the building may be
 4   rented; and
 5   
 6        WHEREAS, oftentimes, "College Hill" is not available for
 7   use as a diplomatic meeting center, therefore, these
 8   dignitaries are required to meet in old, dark, and cramped
 9   rooms and cafeterias at the University of Hawaii at Manoa; and 
10   
11        WHEREAS, there is a need for the establishment of a
12   dedicated facility that will provide the University with a
13   place to host visiting educators and dignitaries; and 
14   
15        WHEREAS, the relocation of the President's residence and
16   dedicating "College Hill" as a meeting center may be less
17   expensive than building a new diplomatic meeting center, now,
18   therefore,
19   
20        BE IT RESOLVED by the Senate of the Twentieth Legislature
21   of the State of Hawaii, Regular Session of 1999, the House of
22   Representatives concurring, that the University of Hawaii Board
23   of Regents consider establishing a diplomatic meeting center
24   for visiting professors and dignitaries; and 
25   
26        BE IT FURTHER RESOLVED that the University of Hawaii Board
27   of Regents consider exclusively dedicating, as a diplomatic
28   meeting center, the building known as "College Hill" and
29   relocating the President's residence to a renovated faculty
30   housing facility in Manoa Valley that fits the image and
31   respect of the President; and
32   
33        BE IT FURTHER RESOLVED that the University of Hawaii Board
34   of Regents receive input from University professors,
35   instructors, researchers, students, and business community
36   members; and 
37   
38        BE IT FURTHER RESOLVED that the University of Hawaii Board
39   of Regents is requested to report findings and recommendations
40   to the Legislature twenty days before the convening of the
41   Regular Session of 2000; and

 1        BE IT FURTHER RESOLVED that a certified copy of this
 2   Concurrent Resolution be sent to the University of Hawaii Board
 3   of Regents.
