                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE BOARD OF REGENTS AND THE PRESIDENT OF THE
    UNIVERSITY OF HAWAII TO ESTABLISH A SOCCER PROGRAM AND
    PROVIDE SCHOLARSHIPS THEREFOR.


 1        WHEREAS, soccer is probably the most popular sport on
 2   earth and entertains billions of people worldwide; and
 3   
 4        WHEREAS, the popularity of soccer with Hawaii's youth is
 5   unrivaled to any other sport; and
 6   
 7        WHEREAS, soccer is a team sport that teaches the value of
 8   the team above the needs of any individual player; and
 9   
10        WHEREAS, many children continue to develop their soccer
11   skills in high school and attain a level of proficiency that is
12   recognized nationally; and
13   
14        WHEREAS, these students, many of whom excel in academics
15   as well, are recruited by mainland colleges and universities
16   with athletic scholarships; and
17   
18        WHEREAS, Hawaii is losing talented soccer players to
19   mainland colleges who might have attended the University of
20   Hawaii had athletic scholarships been available for soccer;
21   now, therefore,

23        BE IT RESOLVED by the Senate of the Twentieth Legislature
24   of the State of Hawaii, Regular Session of 1999, the House of
25   Representatives concurring, that the Board of Regents and the
26   President of the University of Hawaii are urged to develop a
27   soccer program and provide athletic scholarships therefor; and
28   
29        BE IT FURTHER RESOLVED that certified copies of this
30   Concurrent Resolution be transmitted to the Chairperson of the
31   Board of Regents and the President of the University of Hawaii.
