Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 10 entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLES,"

begs leave to report as follows:

     The purpose of this bill, as received by your Committee, is
to make requirements for remedial safety training in the driver
improvement program consistent with federal safety regulations.

     Your Committee finds that the present statute does not limit
the gross vehicle weight rating for which employers must provide,
and drivers must attend, driver training programs.  Your
Committee further finds that compulsory training should be
required, but should be limited to large vehicles which require
more training and dexterity to operate safely.

     This bill proposes to require a mandatory driver improvement
program only for owners who possess, and drivers who operate,
motor vehicles with a gross vehicle weight rating in excess of
10,000 pounds.

     Testimonies in support of this measure were received from
the Department of Transportation and from the Hawaii

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No. 10
and recommends that it pass Second Reading and be referred to the
Committee on Judiciary and Hawaiian Affairs.
