Sir:

     Your Committee on Finance, to which was referred H.B. No.
1277, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO WASTEWATER TREATMENT
     FACILITIES,"

begs leave to report as follows:

     The purpose of this bill is to exclude from regulation as a
public utility any facility that reclaims wastewater provided
that at least 10 percent of the wastewater processed is used by a
state or county agency.

     The Department of Health, the Department of Environmental
Services for the City and County of Honolulu, and U.S. Filter
Operating Services, Inc., testified in support of the bill.  The
Department of Commerce and Consumer Affairs commented on the
bill.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
