Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1448 entitled: 

     "A BILL FOR AN ACT RELATING TO JUDGES FOR THE CIRCUIT
     COURT,"

begs leave to report as follows:

     The purpose of this bill is to increase the number of
circuit court judges in the Fifth Circuit from one to two judges.

     Testimony in support of this bill was received from the
Judiciary.

     Your Committee finds that the Fifth Circuit is in need of
another circuit court judge, as there has been a dramatic
increase in the number of actions filed in the Fifth Circuit.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1448 and recommends that it pass Second
