Sir:

     Your Committees on Transportation and Water and Land Use and
Ocean Recreation and Marine Resources, to which was referred H.B.
No. 14 entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII MARITIME
     AUTHORITY,"

beg leave to report as follows:

     The purpose of this bill, as referred to your Committees on
Transportation, Water and Land Use, and Ocean Recreation and
Marine Resources, is to prolong the existence of the Temporary
Maritime Authority Commission and extend the deadline for its
legislative report.

     Your Committees on Transportation, Water and Land Use, and
Ocean Recreation and Marine Resources find that the temporary
commission needs more time in determining the roles, functions
and geographic jurisdiction of the proposed Hawaii Maritime
Authority.  The committees also find that there are some
questions pertaining to the efficiency of the Authority that is
to be created.  Although many important issues and problems have
not been resolved since the creation of the Temporary Hawaii
Maritime Authority Commission, your committees find that
continuing to consider the establishment of the Hawaii Maritime
Authority is still valuable to our state.

     This bill proposes to delay the dissolution of the Temporary
Hawaii Maritime Authority Commission until adjournment of the
regular session of 2000 and extend the deadline of its final
report to the Legislature until December 20, 1999.

     Testimonies in support of the bill were heard from the
Department of Transportation, the Department of Business,
Economic Development and Tourism, the Hawaii Community
Development Authority, The Chamber Commerce of Hawaii, and Matson
Navigation Company.

     As affirmed by the records of votes of the members of your
Committees on Transportation and Water and Land Use and Ocean
Recreation and Marine Resources that are attached to this report,
your Committees are in accord with the intent and purpose of H.B.
No. 14 and recommend that it pass Second Reading and be referred
to the Committee on Finance.
