Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 16 entitled: 

     "A BILL FOR AN ACT RELATING TO TRAFFIC VIOLATIONS,"

begs leave to report as follows:

     The purpose of this bill, as received by your Committee, is
to clarify the statutory intent of the traffic offense of
inattention to driving.

     Your Committee finds that a conviction for the offense of
inattention to driving does not require proof of negligence.
Your Committee further finds that the supreme court interpreted
the statute as requiring proof of negligence.

     This bill proposes to clarify the intent of this statute by
requiring proof of negligence for conviction of an offense of
inattention to driving.

     Testimony in support of this bill was received from a

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No. 16
