Sir:

     Your Committee on Transportation, to which was referred H.R.
No. 154 entitled: 

     "A BILL FOR AN ACT REQUESTING THE DEPARTMENT OF
     TRANSPORTATION TO PROVIDE UP-TO-THE-MINUTE INFORMATION ON
     TRAFFIC AND ROAD CONDITIONS THROUGHOUT THE STATE,"

begs leave to report as follows:

     The purpose of this House Resolution is to reduce delays for
motorists in reaching their destinations.

     Your Committee finds that motorists often encounter delays
in reaching their destinations because of unforeseen accidents
and other conditions which impede movements of vehicles.  Your
Committee further finds that a traffic hotline would keep
motorists informed about hazardous traffic conditions, permitting
them to seek alternative routes in reaching their destinations.
 
     This House Resolution requests the Department of
Transportation to study the feasibility of establishing an all-
traffic radio station and traffic hotline to provide up-to-the-
minute traffic information for motorists throughout the State,
and to submit its findings and recommendations to the Legislature
not less than twenty days before the convening of the 2000
Regular Session.

     Testimony in support of the intent of this House Resolution
was received from the Department of Transportation, but the
Department testified that this Resolution was unnecessary since

the Department is already making efforts in studying a traveler
information system.  However, your Committee feels that this
House Resolution will add impetus to providing statewide
information on traffic and highway conditions.

     Your Committee has amended this House Resolution by making
technical, nonsubstantive amendments in both the title and the
body for purposes of style.

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 154, as
amended herein, and recommends that it be referred to the
Committee on Finance, in the form attached hereto as H.R. No.
154, H.D. 1.
