Sir:

     Your Committee on Human Services and Housing, to which was
referred S.B. No. 1049, S.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO FOSTER BOARD ALLOWANCES FOR
     STUDENTS,"

begs leave to report as follows:

     The purpose of this bill is to assist foster children in
their pursuit of higher education by allowing foster board
payments to be made for eligible foster children who attend an
accredited institution of higher learning on a part-time basis.

     The Department of Human Services and an individual testified
in support of this measure.

     Your Committee notes that this bill is similar to H.B. No.
1116, "Relating to Foster Board Allowances for Students," which
passed out of this Committee earlier this session.

     Your Committee has amended this bill by making a technical,
nonsubstantive amendment to correct a drafting error.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1049, S.D. 2, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as S.B. No.
