     Your Committee on Health and Human Services, to which was
referred S.B. No. 1051 entitled: 

     "A BILL FOR AN ACT RELATING TO DISCLOSURE OF DEPARTMENT OF
     HUMAN SERVICES' RECORDS,"

begs leave to report as follows:

     The purpose of this measure is to allow the Department of
Human Services (DHS) to make disclosure of its records in
accordance with its rules, as required by federal law or
regulation.

     Your Committee received testimony in support of this measure
from the DHS.

     This is an administration measure to conform the DHS
procedures for disclosing information on child abuse or neglect
with federal law and regulations.

     Your Committee has made technical, nonsubstantive amendments
for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Health and Human Services that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1051, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 1051,
S.D. 1, and be referred to the Committee on Judiciary.
