Sir:

     Your Committee on Water and Land Use, to which was referred
S.B. No. 1080 entitled: 

     "A BILL FOR AN ACT RELATING TO PLANNING AND COMMUNITY
     DEVELOPMENT,"

begs leave to report as follows:

     The purpose of this bill is to continue to give
responsibility for review and approval of special management area
and shoreline setback permits to the Office of Planning of the
Department of Business, Economic Development, and Tourism.  

     Your Committee received testimony in support of this bill
from the Hawaii Community Development Authority, and comments on
the bill from the Office of Planning of the Department of
Business, Economic Development, and Tourism. 

     Your Committee finds that the majority of the Kakaako
waterfront is owned by the state and has great potential for
recreational, educational, commercial and other uses, and that
the Office of Planning has already played a significant role in
the development of the Kakaako waterfront.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of S.B.
No. 1080 and recommends that it pass Second Reading and be
referred to the Committee on Finance.
