     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 1151, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO CIVIL RIGHTS,"

begs leave to report as follows:

     The purpose of this bill is to add familial status as a
protected status in the anti-blockbusting law.

     Testimony regarding this bill was received from the Hawaii
Civil Rights Commission, the Hawaii State Commission on the
Status of Women, the American Civil Liberties Union of Hawaii,
The League of Women Voters of Hawaii, Hawaii Family Forum, the
Social Action and Community Outreach Committee of Church of the
Crossroads, Christian Voice of Hawaii, American Constitution
Committee, Hawaii Citizens for the Separation of State and
Church, American Friends Service Committee, American Constitution
Committee, the Gay and Lesbian Education and Advocacy Foundation,
Parents, Families, and Friends of Lesbian and Gays, the American
Muslim Alliance-Hawaii, and several concerned individuals.

     Your Committee finds that the inclusion of familial status
as a protected status in the anti-blockbusting law will promote
the best interests of the citizenry of this State.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
