Sir:

     Your Committee on Commerce and Consumer Protection, to which
was referred S.B. No. 1557 entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR CARRIERS,"

begs leave to report as follows:

     The purpose of this measure is to permit the visual
monitoring of storm water runoff by motor carriers required to
monitor by law.

     Your Committee finds that this measure which allows a motor
carrier to visually monitor storm water runoff, rather than
monitor through laboratory testing of water samples, imposes a
less burdensome requirement on motor carriers, and conforms the
State's monitoring practice to that of the majority of the other
states.   

     As affirmed by the record of votes of the members of your
Committee on Commerce and Consumer Protection that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 1557 and recommends that it pass Third
Reading.
