Sir:

     Your Committee on Health, to which was referred S.B. No.
180, S.D. 2, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR SUBSTANCE
     ABUSE PREVENTION AND TREATMENT SERVICES,"

begs leave to report as follows:

     The purpose of this measure is to make appropriations for a
variety of substance abuse prevention and treatment services.  

     The Department of Health, the Hawaii Substance Abuse
Coalition, Drug Addiction Services of Hawaii, and a private
citizen provided testimony in support of the measure. 

     While your Committee agrees that a comprehensive approach is
necessary to address the negative effects alcohol and drug abuse
may have on society, it is the desire of the Committee to see the
coordination of such services as the Legislature moves to fund
these various programs. 

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
180, S.D. 2, and recommends that it pass Second Reading and be
referred to the Committee on Finance.
