Sir:

     Your Committee on Finance, to which was referred S.B. No.
392, S.D. 2, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

begs leave to report as follows:

     The purpose of this bill is to:

     (1)  Update the functions of the Metropolitan Planning
          Organization (MPO) and change the frequency of the
          election of the chairperson of the MPO from annually to
          every two years; and

     (2)  Appropriate funds from the Harbor Special Fund for the
          planning, design, and construction of a cruise ship
          passenger terminal at Pier 2, Honolulu Harbor.

     The Department of Transportation, Department of
Transportation Services of the City and County of Honolulu, the
Chairperson of the Honolulu City Council, the Oahu Metropolitan
Planning Organization, and the Maritime Committee of the Chamber
of Commerce of Hawaii testified in support of this measure.
Matson Navigation Company and American Hawaii Cruises testified
in support of the intent of this measure.

     The State Fire Council, the Boat Owners Association of the
State of Hawaii, the Western Pacific Fisheries Association, the
Coalition for International Trade, the Hawaii Boaters Political
Action Association, the Hawaii Chiefs Association, and the
Honolulu Fire Department commented on this measure.

     Your Committee has amended this measure by:

     (1)  Adding a new part that authorizes improvements to
          airports without county approval; and

     (2)  Making technical, nonsubstantive amendments for clarity
          and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
392, S.D. 2, H.D. 1, as amended herein, and recommends that it
pass Third Reading in the form attached hereto as S.B. No. 392,
S.D. 2, H.D. 2.
