Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 392 entitled: 

     "A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

begs leave to report as follows:

     The purpose of this bill is to authrozie the issuance of
general obligation bonds for the repair, upgrading, and
reconstruction of Saddle Road, Hawaii.

     Your Committee finds that the Saddle Road is the most direct
route connecting Hilo and Kona but it was built more than fifty
years ago with sections that are substandard and needs to be
improved to current highway standards.  

     Your Committee has amended this bill by requiring the county
of Hawaii to reimburse the State for the cost of issuing the
general obligation bonds.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
392, as amended herein, and recommends that it pass Third Reading
in the form attached hereto as S.B. No. 392, S.D. 1.
