     Your Committee on Consumer Protection and Commerce, to which
was referred S.B. No. 41, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO TEACHERS,"

begs leave to report as follows:

     The purpose of this bill is to:

     (1)  Repeal the sunset date for the Hawaii Teacher Standards
          Board; and

     (2)  Provide for the staggering of the terms of its members.

     Your Committee received testimony in support of this measure
from the Hawaii State Teachers Association and from the
Department of Education.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 41, S.D. 1, H.D. 1, and recommends that it be
