Sir:

     Your Committees on Consumer Protection and Commerce and
Judiciary and Hawaiian Affairs, to which was referred S.B. No.
808 entitled: 

     "A BILL FOR AN ACT RELATING TO LIQUOR LICENSES,"

beg leave to report as follows:

     The purpose of this bill is to add assault to the factors
that a liquor commission may consider in revoking, suspending, or
placing conditions or restrictions on liquor licenses.

     The Downtown Neighborhood Board No. 18 submitted comments in
support of this bill.

     Your Committees note that H.B. No. 19, the companion to this
measure, was passed out of the House of Representatives after a
public hearing before your Committees earlier this session.

     As affirmed by the records of votes of the members of your
Committees on Consumer Protection and Commerce and Judiciary and
Hawaiian Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of S.B. No.
808 and recommend that it pass Second Reading and be placed on
