Sir:

     Your Committee on Ways and Means, to which was referred
S.C.R. No. 141, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION SUPPORTING THE FULL
     IMPLEMENTATION OF THE SCHOOL-TO-WORK OPPORTUNITIES PROGRAM
     THROUGH THE DESIGNATION OF STATE AND COUNTY WORKSITES AS
     SCHOOL-TO-WORK SPONSORING AGENCIES,"

begs leave to report as follows:

     The purpose of this measure is to request the Governor and
the Mayors of the several counties to fully support the School-
to-Work Opportunities Program by designating state and county
worksites as School-to-Work sponsoring agencies.

     As the largest single employer in Hawaii, your Committee
finds that state and county government can assist students in
making the transition from secondary education to high quality
employment or further education by agreeing to serve as sites for
work-based learning, including work experience, workplace
mentoring, job training, instruction in workplace competencies,
and instruction in all aspects of an industry.  Your Committee
also finds that work-based learning and the School-to-Work
Opportunities Program will contribute to the State's long-range
economic recovery by providing a qualified workforce for
employers, and are not intended to produce only immediate, short-

term economic gains.  Work-based learning and the School-to-Work
Opportunities Program are an investment in the future of Hawaii.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 141,
S.D. 1, and recommends its adoption.
