Sir:

     Your Committees on Economic Development and Health and Human
Services, to which was referred S.C.R. No. 50 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING A FEASIBILITY STUDY
     ON THE POTENTIAL OF ESTABLISHING A MEDICINAL HERB INDUSTRY
     IN THE STATE,"

beg leave to report as follows:
     
     The purpose of this measure is to request the Department of
Agriculture to perform a feasibility study on the potential of
establishing a medicinal herb industry in Hawaii.

     Your Committees received testimony in support of this
measure from the Department of Business, Economic Development,
and Tourism.  The Department of Agriculture and the University of
Hawaii College of Tropical Agriculture and Human Resources
presented comments.

     Your Committees find that the medicinal herb industry has
the potential to be a lucrative venture for Hawaii.  The rapidly
expanding interest and use of alternative medicine and
alternative pharmaceuticals worldwide has created an enormous
market for medicinal herbs.

     Your Committees have amended this measure to include the
Department of Health as a participating agency in this
feasibility study.

     As affirmed by the records of votes of the members of your
Committees on Economic Development and Health and Human Services
that are attached to this report, your Committees concur with the
intent and purpose of S.C.R. No. 50, as amended herein, and

in the form attached hereto as S.C.R. No. 50, S.D. 1.
