Sir:

     Your Committee on Health, to which was referred S.C.R. No.
65, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING SUPPORT FROM THE
     DEPARTMENT OF HEALTH IN ESTABLISHING A ROOFING MATERIAL
     RECYCLING PROGRAM,"

begs leave to report as follows:

     The purpose of this measure is to request the Department of
Health to study the feasibility of recycling roofing materials
into economically viable products.

     Testimony in support of this measure was received from the
Hawaii Roofing Contractors Association and in support of the
intent of the measure from the Department of Health.

     Your Committee finds that establishing new recycling
programs within the State is essential to preserving the healthy
environment our State thrives on.  Roofing materials that are
removed and discarded almost every ten years pose a potential
threat.  Your Committee finds that it is in the best interests of
the entire State to pursue these important issues.

     Your Committee heard testimony from the Department of Health
that there is only a limited staff available for working on reuse
and recovery programs for construction and demolition materials,
a category that includes roofing materials.  Your Committee finds

that with the assistance of the Hawaii Roofing Contractors
Association, the Department of Health and the Department of
Business, Economic Development, and Tourism would be able to
identify more quickly, alternatives to allowing discarded roofing
materials to enter the waste stream.  At the same time, a new
recycling niche industry may be established within the State.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 65,
S.D. 1, and recommends that it be referred to the Committee on
Finance.
