H.B. 270    RELATING TO YOUTH SERVICES       HSH, EDN, PSM, FIN

         Abolishes the youth services centers created,
        developed, and operated by the Office of Youth Services
        (OYS).  Requires OYS to provide for the creation,
        coordination, and oversight of school/community-based
        youth service centers throughout the State.  Requires
        OYS to contract with public or provate providers, or
        both, to create these centers.  Specifies the
        objectives of these centers, the population that is
        eligible, the responsibilities and duties of these
        centers.  Requires each center to establish a board of
        directors in accordance with requirements specified by
        OYS.  Requires the Departments of Health, Education,
        and Human Services and OYS to establuish
        interdepartmental decategorized service accounts for
        the creation, coordination and oversight of these
        centers.  (Arakaki)
 
H.B. 535  RELATING TO YOUTH SERVICES                HSH, LMG, FIN

        Establishes, within the office of the governor for
        administrative purposes, a temporary task force to
        develop a master plan for the Office of Youth Services.
        (OYS).  Requires the auditor to conduct a management

 
        and program audit of all operations of the OYS.
        Sunsets the task force on 6/30/2001.  (Yonamine)

H.B. 271    RELATING TO CHILDREN                     HSH, EDN, FIN

        Establishes a Children's Cabinet to address all issues
        relations to children's need and services. (Arakaki)

H.B. 627   RELATING TO CHILDREN'S HEALTH INSURANCE  HSH, CPC, FIN
        PROGRAM       

        Appropriates funds for the Children's Health Insurance
        Program.  (Arakaki)

H.B. 278    RELATING TO THE YOUTH CORRECTIONAL      HSH, PSM, FIN
         FACILITY

        Provides for an appropriation to the Office of Youth
        Services.  Redesignates the Hawaii Youth Correctional
        Facility as part of a larger entity known as the Hawaii
        Youth Correctional Facility and Program.  Provides for
        the allocation of up to $24,000 per year per child for
        alternative programs to avoid incareration at the
        facility.  Appropriates $720,000. (Arakaki)

H.B. 280    RELATING TO CHILD SUPPORT ENFORCEMENT   HSH, JHA, FIN

        Requires interest collected by the Child Support
        Enforcement Agency on child support payments to be used
        to pay penalties to custodial parents for late payments
        and to make a certain percentage of the funds available
        to improve client services.  (Arakaki)

H.B. 546  RELATING TO HOME HEALTH CARE AGENCIES     HSH, CPC, FIN

        Makes referral to an unlicensed home health agency a
        petty misdemeanor.  If the person knows the agency is
        unlincesed, makes the referral a misdemeanor.  Makes
        operating a home health agency without a license a
        class C felony.  (Arakaki)

H.B. 589   RELATING TO DOMESTIC VIOLENCE            HSH, JHA, FIN

        Appropriates funds to family court to establish a
        dedicated domestic violence court and to provide
        related domestic violence services.





 
 
 
H.B. 628  RELATING TO WELFARE REFORM                 HSH, LMG, FIN

        Requires the department of human services to keep
        rollover funds from general assistance; requires DHS to
        place disabled children under TAONF program into SSI
        program; makes appropriation for GA program; makes
        three appropriations for the DHS to purchase services
        from nonprofit entities to aid welfare recipients;
        bases TANF benefits on current federal poverty level;
        requires LRB to study the general assistance program.

H.B. 463  RELATING TO GENETIC INFORMATION            HSH, CPC, FIN

        Prohibits long-term care insurers from requesting or
        requiring genetic testing.  Prohibits the underwriting
        of a long-term health care policy based on genetic
        information unless a certified genetics professional
        confirms the risks to the individual.  (Lee)
