S.B. 1042  RELATING TO THE RECRUITMENT OF EMPLOYEES FOR  LRE, WAM
        STATE SERVICE
        Requires each appointing authority to assure that
        existing funds are available prior to authorizing an
        appointment at a rate beyond the minimum (but within
        the guidelines established by the director).

S.B. 1039  RELATING TO FLEXIBLE SPENDING ACCOUNTS        LRE, WAM
        Proposes to:  (1) require all flexible spending
        accounts participant contributions, interest earned,
        and forfeited participant balances be held in trust
        outside the State Treasury, and (2) requires interest
        earned on the contributions and forfeited participant
        balances to be used to defray the monthly participant
        fees and other administrative costs.

S.B. 803   RELATING TO WORKFORCE RESTRUCTURING          LRE, WAM 
        VOLUNTARY SEPARATION INCENTIVES
        Provides early retirement and voluntary separation
        incentive payments to workforce restructuring
        alternatives.

S.B. 1043  RELATING TO THE COMPENSATION PLAN FOR         LRE, WAM
        MANAGERIAL POSITIONS
        Permits the appropriate compensation for managers
        covered by the excluded managerial compensation plan
        (EMCP) by deleting the requirement for a single salary
        schedule and uniform adjustments throughout the

 
        jurisdictions.  Authorizes the chief executives of
        each jurisdiction to establish appropriate salary
        schedules.

S.B. 1344  RELATING TO COLLECTIVE BARGAINING             LRE, WAM
        Amends the collective bargaining law to reduce
        conflicts of interest situations for middle managers
        and full supervisors, prohibit retroactivity of
        collective bargaining cost items, clarify the intent
        of precedential and preemptive language, and clarify
        resolutions of impasse by arbitration proceedings.

S.B. 1046  RELATING TO THE CIVIL SERVICE SYSTEM FOR      LRE, WAM
        PUBLIC OFFICERS AND EMPLOYEES
        Repeals Chapters 76, 77, 78, 79, 80, 81, and 82 of the
        Hawaii Revised Statutes, relating to collective
        bargaining and the civil service system.


        DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 30 copies (single sided,
stapled, without holes) of their testimony to the vice-chair's
office, Room 217, State Capitol, 24 hours prior to the hearing.
Testimony may also be faxed if less than 5 pages in length, to
the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659
(toll free for neighbor islands), at least 24 hours prior to the
hearing.  When faxing, please indicate the date and time of the
hearing, the required number of copies needed for submittal, and
that the testimony be delivered to the vice-chair's office, Room
217.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the chair's committee clerk 24
hours prior to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
measures and testimonies for the hearing will be available for
shared use by members of the public.
