S.B. 50  RELATING TO FIREWORKS                       TIA/JDC
        Allows the counties to provide stricter control of
        fireworks.  (TANAKA)

S.B. 141 RELATING TO FIREWORKS                       TIA/JDC
        Establishes provisions relating to the distribution
        fees for fireworks permits collected.  (CHUN OAKLAND)

S.B. 213 RELATING TO FIREWORKS                       TIA/JDC
        Establishes provision relating to county regulation to
        allow counties authority to enact ordinances and adopt
        rules to regulate all fireworks.  (KANNO)

S.B. 214 RELATING TO FIREWORKS                       TIA/JDC
        Establishes offense of fireworks usage.  Makes it a
        class C felony to import, sell, or offer to sell
        fireworks.  Makes it a misdemeanor to purchase or
        discharge fireworks.  Exempts certain small fireworks.

S.B. 608 RELATING TO FIREWORKS                       TIA/JDC
        Limits the use of non aerial common fireworks that are
        allowed on Independence Day to the hours from 10:00
        a.m. to 10:00 p.m. on the 4th of July.   Prohibits any
        person without a permit to set off, ignite, discharge
        or otherwise cause to explode any fireworks within

 
        1,000 feet of any building with more than 99 units, or
        any building in an area zoned and used for high
        density, multi unit housing.  Allows counties to enact
        ordinances and adopt rules that provide for more
        stringent regulation of fireworks than those provided
        by the State.  (CHUMBLEY)


S.B. 679 RELATING TO FIREWORKS                       TIA/JDC
        Establishes provision relating to the prohibition of
        fireworks.  Prohibits any person from importing,
        selling or offering to sell fireworks.  Prohibits
        fireworks being set off, ignited, discharged or
        exploded within the State, or knowingly or recklessly
        permit, aid or abet the setting off, ignition,
        discharge or explosion of fireworks on premises under
        the person charge.  Provides definition of fireworks
        and exclusions.  Amends provisions relating to
        fireworks exceptions.  Amends provision relating to
        the liability and penalties for parent and guardians
        who knowingly permit minors to use fireworks.
        Provides that all fines imposed shall be payable to
        the county in which the violation occurred.  Amends
        provisions relating to preemption and enforcement.
        Repeals provisions relating to definitions,
        permissible uses of non aerial common fireworks,
        special and aerial common fireworks, general
        prohibitions, license or permit requirements,
        application for license, application for permit,
        permits, fee, sale to minors, notice requirements,
        permit for public display and rules.  (KAWAMOTO)

S.B. 680 RELATING TO FIREWORKS                       TIA/JDC
        Imposes a partial ban on the use of fireworks.  Allows
        a narrow exception for compelling religious and
        cultural purposes.  Makes counties responsible for
        enforcement and all fines imposed shall be payable to
        the county in which the violation occurred.

S.B. 681 RELATING TO FIREWORKS                       TIA/JDC
        Imposes a partial ban on the use of fireworks.  Allows

S.B. 796 RELATING TO FIREWORKS                       TIA/JDC

 
 
 
 
        Amends provision relating to general prohibitions of
        fireworks.  Prohibits setting off, igniting,
        discharging or otherwise cause to explode any
        fireworks within 100 feet from any animal care
        establishment.  (IHARA)

S.B. 963 RELATING TO FIREWORKS                       TIA/JDC
        Provides that no permit is required for firecrackers,
        pop pops, cracker balls or sparklers less than 1 foot
        in length.  Provides that any aerial common fireworks
        shall be permitted only for ethnic or religious
        purposes, at times approved by the department of
        public safety.  (SAKAMOTO)

S.B. 1331  RELATING TO FIREWORKS  TIA/JDC (PENDING RE-REFERRAL)
        Prohibits any person without a permit to extract the
        pyrotechnic contents from any fireworks, throw or
        ignite fireworks from a moving vehicle, use fireworks
        within 1,000 feet of a hospital, school, or public
        place of worship.  Allows exceptions for cultural or
        religious reasons.  (MIZUGUCHI) (BR)                  

S.B. 1360  RELATING TO FIREWORKS                       TIA/JDC
        Increases penalties and licensing fees for fireworks.
        Increases the excise tax on fireworks to 150%.

Persons wishing to testify should submit 40 copies of their
testimony to the committee clerk, Room 205, State Capitol, 24
hours prior to the hearing. Testimony may also be faxed if less
than 5 pages in length, to the Senate Sergeant-At-Arms Office at
586-6659 or 1-800-586-6659 (toll free for neighbor islands), at
least 24 hours prior to the hearing.  When faxing, please
indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.

interpreter, wheelchair accessibility, or parking designated for
