S.B. 1171  RELATING TO THE INTEGRATED TAX INFORMATION MANAGEMENT
S.D. 1   SYSTEMS ACQUISITION BY THE DEPARTMENT OF TAXATION
        EDU, WAM
        Creates a special fund to pay for the integrated tax
        information management systems, and for the operation,
        maintenance, monitoring, and improvements to the
        automated tax system.

S.B. 1313  RELATING TO CLAIMS AGAINST THE GOVERNMENT BASED ON
S.D. 1   YEAR 2000 ERRORS BY COMPUTER-BASED SYSTEMS
        EDU/JDC, WAM
        Provides the state with immunity until the year 2003
        from tort liability claims arising from Y2K errors,
        regardless of when the error occurs.

S.B. 1583  RELATING TO TECHNOLOGY             EDU/ECD/LRE, WAM
S.D. 1   Consolidates high tech agencies under a special
        advisor for technology development.  Creates tax
        credits for technology training or job creation and
        investment in technology business.  Establishes HI
        internet exchange and UH workforce development
        training program.

S.B. 669 RELATING TO EDUCATION                      EDU, WAM
S.D. 1   Allows the Board of Education to hire its own
        attorneys for issues involving developmentally
        disabled children.

S.B. 964 RELATING TO COMPULSORY SCHOOL ATTENDANCE   EDU, WAM
S.D. 1   Lowers the compulsory school attendance age from 18
        years to 16 years.  Repeals the requirement that a
        child have an alternative education plan before being
        excluded from school for disruptive behavior or
        chronic truancy.  Makes attendance at a public school
        after 16 years of age a privilege rather than a right.

S.B. 826 RELATING TO GENDER EQUITY IN SPORTS        EDU, WAM
S.D 1   Prohibits persons, on the basis of their sex, from
        being discriminated against in any interscholastic,
        club, or intramural athletics offered by a public
        school.  Prohibits public schools from providing
        athletics separately on the basis of sex.

S.B. 1501  RELATING TO EDUCATION                      EDU, WAM
S.D. 1   Defines new century schools with alternate educational
        programs.  Creates a process whereby existing public
        schools and new schools may be established as new
        century schools.  States that current student-centered
        schools are to be designated as new century schools.

S.B. 538 RELATING TO THE UNIVERSITY OF HAWAII       EDU, WAM
S.D. 1   Provides complete autonomy to UH, by making its status
        comparable to that of the Judiciary.  Makes all
        employees subject to UH's personnel system.  Removes
        all UH employees from civil service.  Eliminates the
        Director of Finance and the Governor from UH's
        budgetary process.

S.B. 43  RELATING TO THE UNIVERSITY OF HAWAII       EDU, WAM
S.D. 1   Increases the Board of Regents membership to 15.
        Requires membership to reflect economic, cultural, and
        social diversity and requires that at least 3 members
        be nonresidents with national or international
        prominence within their respective fields.

S.B. 856 RELATING TO LONG-TERM RESIDENTIAL CARE     HHS, WAM
S.D. 1   Consolidates and provides for uniform regulation of
        various adult residential care facilities and promotes
        parity of reimbursement for services provided.
        Establishes an information and referral process
        through appropriations to DOH to fund the executive
        office on aging to implement a statewide initial
        information and referral screening.

S.B. 131 RELATING TO LONG-TERM CARE             HHS/CPN, WAM
S.D. 1   Requires long-term care insurance policies to meet
        specified standards.  Requires employers to offer LTC
        policies to employees and conforms LTC statutes to the
        model act.  Makes appropriation for LTC actuarial
        study and to the insurance division to hire LTC
        actuary.
